I would exclude the year 1900 from your search if you are trying to identify potential dead people. It looks like 1900 is a null replacement in the data.
Melissa yields a person with no birthday and a 45 year old at the same address with similar names. The person with unknown birthday recently moved to the address - looks like a parent move-in with child scenario.
The guy has census entry, which is another interesting angle. Did they send ballots out based on census data and therefore we have folks voting on the books who are undocumented and thus have no birthdate on record - but still appear in the census?

I can set up an altova mapforce job to run calls against Melissa Data Personator which can provide date of death - basically fills in the gaps, including their home address, NCOA, etc. I've got 211k credits and it's 1 credit per match. 500k credits cost $1395 and they accept bitcoin - so if someone can identify a good stack of 200k I can just run it or else if folks have the gusto we can go deeper. If you tell me what files, and what to filter for I can set up the ETL to limit. I feel like the 80+ years of age are maybe a good start?
