Not always, my university had a "public safety" department, which liked to play dress up as real police officers. However, they were nothing more than security guards. Can you gamble on options? Yes. But to say they are a scourge on the market and economy is just wrong. They are a great tool to hedge risk and minimize losses when used properly.

He is only prevented from running if the Senate votes to impeach him. It has nothing to do with being double impeached. If the Senate voted to impeach the first time, he still wouldn't have been allowed to run after being removed.
