it's more to do with definitions and semantics. a planet was redefined as (among other things) a body that clears a path around its star. pluto's in the middle of the kuiper belt which is chock full of bodies. therefore pluto was demoted to a 'planetoid'.

edit: i noticed you said 'imagine' neptune is in the kuiper belt. if an object of that mass were in an asteroid belt for millions of years it would have captured or ejected all the smaller bodies over time.
