Looks like some sort of Remington 700 based long action receiver in an Accuracy International AX chassis. The long action would be a waste if it wasn't chambered in 338 Lapua magnum or 300 winmag. Scope looks like a Schmidt and Bender but it doesn't have a parallax adjustment so it's either a fixed power or fairly low powered - what you'd expect to see in an urban counter sniper system.
