Qatar is a weird place. Their only land neighbor is Saudi Arabia which grew closer to America during Trump's admin. There were plans for Saudi Arabia to dig a trench through the whole of the border to turn Qatar into an island because Qatar bought some tanks. They really don't get along very well.

Indeed. There is a trade-off between 'leakyness' and the rigor of timing.

Perfect vaccines can be applied in a proctracted rollout fashion. Every vaccinated or recovered person is effectively out of the vulnerable population until no one else remains vulnerable. However the "leakier" a vaccine is the more critical it be applied universal and simultaneously.

There might be a case that some vaccines, below a certain threshold of 'leakiness', should not be applied at all.

One other thing that Americans take for granted is that the free world looks up to you for reference. If America decides to crush big pharma, big pharma will be crushed. You CANNOT do that with people. So the uneven vaccination rates will always keep the strain mutating, virulence increasing, boosters coming and big pharma in the green.
