What I am expecting is post-rally violence from antifa in a hostile environment where Trump supports will be the ones blamed for the violence even when they're defending themselves. What I am also expecting is that we need to start adopting new strategies not just to protect ourselves individually but also members of our own group. I suppose what I'm calling on people to do is to consider not just PERSEC, but OPSEC. A burner may help with PERSEC but it does not help with OPSEC; that is, the security of the group you're a member of.
Your point is taken that "obscurity" can make you stand out... but you can throw that assessment out the window when people aren't acting in a random self-directed fashion going about their daily lives. Yeah, one person can hide in that. But you're not one person anymore, you're a member of an identifiable group.
The very nature of a rally itself creates a structure. So let's say you and your friends meet on some intersection and start protesting. You have effectively self-identified as members of a group just by your proximity to one another. All I need do is search through a list of all IDs from phones at the location of that intersection, put them all in a bucket called "team Trump" and then focus on those individual IDs from that point forward. This can all be automated, it's all queryable. You don't need to know names and addresses.
Hiding in plain sight is great if you're infiltrating, it's great if everyone else is acting normally and their behavior can act as "cover" for your own... if, however, you have group behavior then it loses much of its utility because whatever you do implicates the group and the group does implicates you.
Like I said elsewhere, imagine you're in a war. What information is important to you? The ranks, names and addresses of each individual Enemy... or the fact that they are all bucketed into "US military" and you have all of their Cellular IDs showing you exactly where they are so you can shell their location? The people who are advocating burners are only thinking about their name, rank and address. They're not thinking about the fact that they're giving away their position and the position of their unit by carrying those phones.
It is... and people are thinking about it all wrong. They're still thinking like individuals rather than members of a group. They think they're "safe" if they use burners.
But think about it this way: say you're in a war. Do you really think it matters to the Enemy that your name is Corporal Alfred Bester and your address is blah blah blah... or does it matter more you're a member of the US military and you're a grenade's throw away over the next hill? The former information only matters if they're planning on trying you for war crimes or some shit at the end of the war, the latter information matters right now, making it high value information.

A cellphone is essentially a radio that always gives out your position, even when you're not using it, and the authorities always possess the keys to it. There are also automated systems for grabbing IDs in a given range and tagging them. So a naturally thing for people who are rallying is to separate into groups. All you have to do with these system is do a simple query that gives you all of the unique IDs around a given centroid (the center of the rally), then tag them as "trump supporters" and then your group is hosed. The software will track everyone in that bag from that point forward wherever they go.
That's a massive failure in terms of immediate impact. A hostile actor could use that data to find weaknesses in the group and pursue groups they know are smaller than they are as they separate from the main group. This is happening in real time, not someone figuring out what your coded language meant after the event is already over and the information is no longer useful to them.
Even if it was "in the clear" (look up spread spectrum, frequency hopping, etc - many radios of the business variety have that), it would still be superior to a phone in this circumstance because phones are always tracked and with a radio you can only be triangulated as you're communicating... so vastly reduced tracking potential. Even with a radio in the clear you can speak in coded language... and all of that requires human intervention. A cellphone does not. Your position is sent to the tower and triangulated automatically. You're a walking beacon.

No, it's tactically better to have no phone. Let's say you rally in one location and all of the IDs are grabbed from the phones. Every ID is tagged "Trump supporter". Congratulations, now if you leave that group or divide into smaller groups, the Enemy knows that you're isolated and/or weaker than they are.
I think u/JustHereForTheSalmon had it right. If you need comms, handheld radios are better. Collect all of the phones and put them somewhere safe, then divide people into groups and hand out radios to each designated leader of the group if you don't have enough to go around. That's how I'd do it.
Here's my problem with burner phones - yes, they can't personally identify you but even if you have a burner phone they can tag you and track your movement - so if you start out with a group and you get tagged with that group, they have a significant tactical advantage knowing where you're headed, when you're isolated, etc.
