The voting fraud like the mail back-dating pales in comparison to the electronic election fraud. Some of the private companies that are tasked with processing and reporting votes have a remote database of voting information that can be theoretically altered and used to update local voting databases that are used to report votes. What you are seeing can be explained in the following linked interview, which is now (not surprisingly) age-restricted. https://youtu.be/ficae6x1Q5A?t=269 This is why the media companies deleted their recorded streams. They receive live-data and any changes are immediately reflected on-screen. The added and subtracted votes show data is being manipulated in real-time. This can only be proved if someone is monitoring in real-time.

According to this, while the secretary of state has access to the official database, it can be altered, as the entire process and reporting is done by private companies.
