Ballots are printed locally. They needed to get these ballots printed from the same place as the official ballots to get the same watermark since watermarks are inside the paper and not on it. Their mass mail-in ballots were legitimately made months before the election, but if they were short on ballots because many of the mail-ins that they thought were Democrats switched to voting Republican, then they would need to throw some more in there.
