In the 90s, the high paying welfare system meant that many of them were frequenting liquor stores flush with "cash" and they would have horrible attitudes toward the store owners. Many of them would also steal. The store owners reciprocated the attitude and the blacks escalated again. By the mid to late 90s, Compton rappers had taken over the market for hip hop and their anti-Asian lyrics spread nationwide.
Also, blacks tend to hate everyone who is not black and hate hardworking people who have become successful on their own work.
Many decades of this stuff combined with blacks being told that they're oppressed and everyone else is the reason why they can't skip a job and get a "career" gets them more violent and angry at everyone.
