In one of my linguistics classes that was on education, there were some studies showing that putting ESL kids with regular kids resulted in remedial ESL kids and below average regular kids because the teachers ignored the regular kids.

As far as corporations go, there aren't major ones headquartered in SD and their locations are extremely far from each other. SD consumes a lot of sports for entertainment. Retailers don't have much pull, SD has no major theme parks, and sports corporations have some influence. You don't need to have four or five major stadiums for people to consume sports.
It's "muh red states" that caused this to happen. Just say no penalties for not wearing one and it's unconstitutional either locally or statewide. Only a few cities would be allowed to get away with it through full Democrat backing at all levels of the state.

Nickelodeon and Cartoon Network are really trying to groom hard. Any parents still letting them watch should be sterilized and have their children put up for adoption/foster care.
