What is also strange is that many of these facilities do NOT allow personal mail to come to the facility. Not sure about this one though.

Wife works at a federal VA in-patient clinic that houses severe mentally ill patients. Not sure if it is the same for a state-run facility, but VA patients are NOT allowed to get their mail delivered to the facility. Perhaps the Michigan facility has more long-term patients?
