If you manually turn off individual elements of the infrastructure you'll cut off specific areas. You can also do some magic to make the Internet work but so slow it won't be usable.

Nah, you can still find some gems. I actually quite like those story-oriented games and really loved stuff like Pathologic 2, The Cat Lady and two following games or both Deadly Premonitions (butt-ugly but story makes up for it). Just skip AAA stuff, most of it is unbearable.
