Often times job centers like cities are communist. People live in that area to earn money then move the hell away as soon as they retire to a peaceful inexpensive area. They get the money back that they paid into the system in that "red state". But it's their own money and this skews the numbers - they paid while in a blue area, they are taking back a little bit of what's theirs while in a red area.
The governor is a hard leftist who keeps proposing things like weapons bans. In Montana of all places. And the people were dumb enough to elect him? Probably all the transplants who fled their crappy leftist states implementing the same policies. Montana wants to be Washington. Washington wants to be California.
