Socialism is literally advocating for the government taking over the means of production and distribution. Isolated government programs are not "socialism." If that's the case, then the military is socialism because our money is taken away through taxes and given to soldiers. The government taxing people to pay for roads (which are not used by some of the people taxed) would be socialism.

Socialism is the step between capitalism and communism, where the means of production are collectively owned (i.e government takeover of the means production) but a completely classless society has not yet been achieved. The sub-humans Lenin and Marx believed that if we socialismed hard enough, we would achieve a classless society. In reality, it just leads to commie dictatorships with a favored political class and poor underclass.
That's why anybody living in modern times is especially not a human if they still believe that socialism/communism works. Either they are so stupid as to say that they lack human faculties or they are so evil that they lack normal human compassion.
