You have already got one. 38 states should abolish the 16th amendment. That would go a long way to solving a lot of our problems.

Yes automobiles are a problem in a densely populated city but government regulation in this fashion is not the answer. Autonomous vehicles and dutch-style infrastructure are the answer.
