These exact ratios have been reverse engineered to a complex linear algebra algorithm that given a desired ratio as an input, creates a wheel multiple virtual precincts and then masks the vote flipping by altering votes at different ratios in each so that the average across all will then yield the desired number of flipped votes.
These virtual precincts are then made into reality by hijacking actual precinct data for a limited time frame and applying the needed ratio to them for a given time / number of votes, and then transferring the ratio to another physical precinct. Detected by finding the ratios in multiple precincts during subsequent timeframes as the hijack ratio is transferred from one real precinct to the next in alphabetical order.
Real polls (not the fake ones used to suppress voting) were used to project what the real votes would be and come up with the input desired flipping ratios would need to be.
Didn't steal enough votes to work all the way, thus the vote count stoppage and revert to plan B, manual ballot stuffing.
