I dont think this is the smoking gun, but then again we all have very high standards! This sort of thing has never been tested in the courts before and it'll be extremely interesting.
A lot of people have really stupid simple wordpress websites. If you have someone build it for you and they use wordpress it'll be the same. Also the amount of builders for wordpress makes it really easy for people to do a quick page.
This guy used woocommerce (shopping plugin for wordpress) and elementor for a page builder (From your cached 'pre-hack')
The "hack" [current website] is using a "coming soon" plugin to easily display the page across all of his website (overrides all other pages), they've also been nice and likely not damaged any of the website he had built.
Biden having 10x on anything isn't fraud, by itself, but it could be/is an indication of fraud. The same with Benfords etc.
What you need to do once this is seen is look for the data streams behind this as well as checking into local issues etc. The statistics and numbers give a very solid base for justifying investigations.
The more we talk about statistical proof the more we'll be burned. There is a reason why sometimes people win the lottery or get that 1000/1 bet coming in.
