Distribute oxymeters to "at risk" populations so they can monitor -- if they start dropping below their baseline, they can seek and get quality treatment and be like trump, back on their feet in a few days. you don't need to get tested. the only thing that really matters is if your oxygen levels start dropping -- indicating that you have a more serious case and you can jump start treatment
