Take 10 "suspect, all in stack together" + 10 "controls" which you know came from a precinct and have ordinary signs of handling.

1. Take 1 suspect ballot, use Xacto to attempt to "lift" the coloring in the circle. If you can that's toner, not a pen -- full stop, game's over, START SHOOTING.

2. Take all 10 ballots, dust. Do they have prints on them? None? START SHOOTING.

3. It's ink? Cool. Swab w/alcohol. Run GC/MS on all 10 swabs. Tabletop machine; an old-style unit takes ~2 minutes/sample plus a couple minutes between to purge with helium. 10 identical traces? START SHOOTING; the same pen was used for all ten, yet they were allegedly "mailed." That's impossible.
