This was done in Spain once. It was called reconquista. It took a very long time to take back the peninsula from the Moors. They in essence set increasingly limiting rules for muslims and once that sparked insurgencies it was used as reason for more rules. Many muslims decided to leave on their own accord and many converted.

Gee. That sounds reasonable policy. Guess from now on they have to talk only about the conspiracies that have been exposed and proven. I'm sure those are plenty interesting.
