That's nice but you have to fix the people. Remember PA. The law said observers were necessary. The fucking scum judge said as long as an observer is in the building that law is satisfied. HE READ OBSERVATION OUT OF THE WORD OBSERVER. There is no way to tighten up langiage of the law to prevent this retarded shit.
