Either can’t be recycled, or costs too much to recycle, or cheaper to make from virgin materials, or recycled product has inferior properties and/or too many impurities.

Cellular systems use frequencies many orders of magnitude larger that 7Hz. More like 700MHz to 7GHz (700,000,000 to 7,000,000,000 Hz)
