From the video i watched, it appears to be in a parking lot, but the car is surrounded by people. Although it appears that something happened before the video starts because one of the guys is making sure to take close up pictures of the cars front bumper or license plate.

The second clip at the end looks like the rear window may be smashed before they ran people over. So it is possible that this car was attacked first.

Edit: Nevermind, i just rewatched it and someone smashed the window with their fist after they started driving into people.
