I did some short web research and I came to this conclusion as well. Active duty cannot be deployed unless for a serious natural disaster, crisis, or an insurrection. I could be missing the fine print though.

DC is not a part of the United States? So, if China attacked it, it wouldn't be considered the United States?

I think if there was a serious and legitimate threat from outside forces, the inauguration ceremony would be cancelled and done in a safe location, no? Why continue with the whole thing? I would imagine the military would remain, but why even hold the ceremony out there?
