This just came out yesterday and sounds like Madigan is trying to ram it through in the next week.
A few highlights:
**Allows officers to be punished or fired based on anonymous and unsubstantiated or unverifiable complaints.
Prohibits use of force in almost all situations, and makes officers criminally liable for virtually any use of force.
Charges officers with Official Misconduct, a class 3 felony, for trivial and incidental issues.**
If this passes it is effective immediately. Any police dept in Illinois that does not comply will be 100% defunded.

Here's the hypocrisy part: There was a senator/rep (can't remember who) on the radio this morning talking about this:
-They haven't been "allowed" to be in session since May due to the pandemic, but are returning tomorrow for this bill, which was basically negotiated in secret by Madigan and the black caucus.
-They are also (due to the "pandemic") not allowed to have any experts testify to educate them on how this may affect police/communities (esp. outside of Chicago).
-The Illinois Law Enforcement Coalition has created a 15 point "modernization strategy" that they would like to discuss with lawmakers, but have been shut out.
During his time on the radio he mentioned the "violent mobs in DC" several times, but at the same time is COMPLAINING ABOUT HAVING NO VOICE AND BEING SHUT OUT, WHICH IS THE EXACT REASON FOR WHY THE "MOBS" WERE IN DC YESTERDAY!!!!!
