A typical 308 rifle has around 20 lbs of recoil and is less accurate in the hands of the average shooter, which is one reason the military went to 223/556 for their standard issue rifles. 223/556 has about 3 lbs of recoil but still reaches out to 600 yards or so and it still gets plenty of stopping power with its crazy high velocity.

Plenty CAN stop it, but whether something does stop it or not, that remains to be seen. Trump has lots of political ammunition and has authority to do it. If he does it, he'll be the best president since Lincoln. If he doesn't, I guess it would make him more of a Reagan-esque level president.
