By making it a public utility doesn't mean equal access. Yes, it does accomplish that in the process, but it also allows the government to control the flow of information on the platform. It doesn't fix the problem of censorship; it just changes the hands of control from corporate overlords to the deep state.
Most people would be on board with this. There would have to be adjustments such as getting rid of the proposed article 14 and 23 would be enough to get most democrats on board, unless of course they have their hands in the pockets of the CCP.
As we can see from countries such as China that already have policies like this, controlling social media controls the flow of information in a country.
It's not anything established, it's just a proposal to what should be done.
I don't 100% agree with this however, Article 14 states that schools can't filter and block sites, this is ridiculous. You shouldn't be able to play games, access pornography, or social media at school.
It would be the same risks as if the state controlled the news to ensure that 'unbiased' content is always displayed, it works if you have honest people like GEOTUS in office, otherwise it's a treasure chest for corrupted politicians.

The unintended consequences of handing over such power directly to the government is risking the control of information by a corrupted government, which is the same outcome as how the DNC has close ties to big tech already. This would also inflate the government more when we need to decrease the power of the government and give the power back to the people.
