Broadly speaking, the Insurrection Act, which was originally passed in 1807 and has been amended several times since, authorizes the use of military force to suppress insurrections. The amendment showcased in this viral tweet would not have “nullified” the Insurrection Act. Rather, House Amendment 833, which was agreed to in the House of Representatives back in July 2020, would have required a president to make “certifications to Congress” before invoking the Insurrection Act.
