No, it means its principally comprised of U238 (the isotope that only responds to fast neutrons), as opposed to U235 (which responds to thermal neutrons and is useful for making bombs). It is definitely still radioactive, but its half-life is roughly 4.468 billion years, hence most radiation received from handling it is typically from the presence of decay products in the sample (i.e. extremely short lived Thorium-234).

TL;DR It's still radioactive, albeit weakly so, and you don't want to inhale this shit.
