They are pushing for the positive numbers to mean something. Sadly for people that are still asleep at the wheel and believe that a positive result = DEATH! this will be a factor. For most people who have common sense and are capable of assessing risk vs. reward the numbers don't mean anything. If you think cops are on your side you are dead ass wrong. They will take the path of least resistance to avoid actually doing police work.
