I totally agree. Many of these businesses don't keep printers up and running anymore, so I've been dropping off copies for them. Most of them are afraid that Newsom will cut their licenses to operate if they openly support the recall, which under the current regime, is a healthy concern to have.

Unfortunately, those people don't own printers, nor will go outside to sign a petition.

Stay-at-home order started in March or April of 2020, it's not new. It's quite possible that the LA Times has misinterpreted the guidance and later revocation of said guidance.
