I don't think they can, Texas has purposely kept itself off of the national power grid so that they don't have to abide by federal regulations.

Diversification is the answer. Coal is still viable but I support looking at cleaner options including NG and definitely nuclear. Personally I think 'green' energy is best done on an individual level with houses and businesses installing their own. A company I used to work for had solar panels over the parking lot, it shaded the cars and powered the buildings.

Humans don't perceive temperatures as what they actually are, so they are trying to be more useful for everyday people who care more about how cold it feels rather than how cold it actually is. Don't think there is any malice here, think you are overthinking this one.
