When networks are compromised, the first thing any hacker would do is ensure continuity of access even if their original vector was discovered and closed.

It really is to a level where they might as well just create brand new networks and start over, then being extremely careful bring the data across.

It is my personal belief and has been for decades, that all corporate and government networks that contain any sensitive data, should not have any access to the Internet due to the risk. However this is completely impractical in many cases due to the need for remote working etc.
