People who mention her "wish" think she was some type of medieval ruler overseeing some peasants.

This is the judge overseeing the Flynn case. He refused to act in a lawful manner on this case trying to harass Flynn by keeping the case open. Coincidentally this was done after Obama said he wanted Flynn prosecuted for "perjury". During the three years of the case the word "perjury" was never mentioned, not even once. A few days later this judge illegally appointed a lawyer who wrote an anti-Flynn diatribe to look at the issue whether Flynn should be charged with perjury. Long story short this is a crazy judge who wants to be prosecutor from the bench at the same time. Totally illegal.
So he keeps the Flynn case open instead of dismissing it, hoping it would help Democrats with the election. And now it's starting to BACKFIRE:

Because MORE EVIDENCE IS COMING OUT. THE REVIEW CONTINUES! The Flynn defense team is entitled to ALL the new evidence that is getting discovered.
If the Judge dismissed the case on a month ago like he was supposed to based on the law, the new evidence would have never been found. Without an active case they can't keep looking at past evidence like that. And even if they did they have no obligation under law to turn it over to Flynn. Now they do. Thanks Sullivan.

Even in this case they have to wait until the criminal takes three aimed shots at them. Stray bullets do not count as these pose no threat (they fly safely over the heads of officers).
The police union raised an issue with the new rules. Some officers had difficulty returning fire once they were allowed to under the new rules., Namely that their gun is already taken from them and fired at them three times by the time they are allowed to use it themselves for the first time.
Mayor Longbottom solved the issue by requiring all Atlanta officers to carry two sidearms. One is for the criminal to take, and one for the officer to defend him or herself.
