Sorta. He's saying that every Biden vote was weighted to have a value of 1.3 in the ballot machine while Trump votes were weighted to 0.7 in the ballot machine. The idea behind this being that even if Biden gets less votes, the machines place higher value to them when adding the totals, ensuring a Biden victory. What he's demonstrating is that it's incredibly obvious that something like this took place and places the election results into question.
