If I were to make a random guess, I'd guess this relates to the possibility of a SNOWDON pardon.... "Muh traitor against my Deep State that disappears people". Trump likes to do things carefully and would want a legal opinion, positioning on the pardon that and prob. respects the ability of out military and intelligence to operate going forward (although I'm not sure why since they basically seem to be owned by CCP/gulag operators at this point)
