South African here: we have illiterate people living in shacks who has an ID to vote. It is free (there is a cost to replace though, about $10US). Our ballots are full colour with the parties logo and face of the leader of the party (like the UK we vote for parties in parliament, and they vote for president). Paper votes only, although the scanners that scans your ID at the door is our "sign on a tablet" part. Also a few months before the election they have registration drives to make sure you are on the roll.
