I would assume a re-entry parachute is vastly different from a normal parachute. Steel cables and other items that could hold up to the heat. The capsules from the early space launches in America used parachutes to slow them down. I doubt they they used parachute cord to attach it to the capsule. The capsule is super hot after it breaks through the atmosphere so the cables would have to be heat/fire proof. Just my thoughts. I could be horribly wrong.
Spiraling for 20 minutes would indicate to me that it had a parachute on it. Probably some failed satellite launch from iran
