There is more than one government. There is Federal, State, Local. Federal is fucked for everyone, State and Local depends on where you are. Convincing people not to vote is going to fuck it for everyone. The path to fix it is from the bottom up. A few based governors and state legislatures have the potential to be more influential than any President. But no, because Pennsylvania and Georgia are fucked, that means no one should vote and make everyone's State a hellhole.
