No, for the simple fact that the Government does not produce in and of itself. It only gathers funds for the citizenry, and reappropriates those funds. In order to maintain a UBI system, the Government would have to take even more money from citizens, in the form of higher taxes, in order to reappropriate, or distribute the UBI checks.
