Absolutely. Russia was basically a brutal feudal aristocracy for a 1000 years with a lot of poor serfs. Then the communists took over and promised heaven, but they got stuck with Stalin who made it a police state. My grandfather who was from Lithuania, luckily escaped to Finland during WWII after the Germans and Soviets barreled through that area.
The economic mismanagement of Russia's resources were terrible despite the Soviet Union having so much natural resources like the US. They did industrialize, but they ruined much of the potential, for example, they built factories in the middle of Siberia that burned huge amount of resources. In a capitalist economy, a company trying to do that would have never gotten any investors.
Under Yeltsin, Russia should have had a much more managed ease into a market economy instead of dumpster fires of all the soviet state run companies. Putin did get very lucky with timing because in the 2000s, when oil went from a historic low in 1999 to a historic high in 2008.
I'll give it to Russia though, they do have a lot of smart people there, like in East Europe in things like computers, math, engineering, physics. It's a pity that their economy is either oil or arms. It is interesting hearing for example, of the story of the guy who started Telegram like other people had to flee Russia.
