What you should come away with from 7 is that the Jews are, generally speaking, irrelevant. It's the elect that are solely important. I said basically the same thing in my previous comment so I don't know why you interpreted me like that.
"that blindness in part is happened to Israel (Israel is not whole), until the fulness of the Gentiles be come in (then Israel is whole). And so all Israel shall be saved (Israel is whole - prophecy fulfilled)."
11:7 is the revelation that Israel is not about the Jews it's about the elect (believers).
11:28 Is a reminder not to throw the baby out with the bath water, even though they are your main enemies there is still elect among them. The verse employs a couplet, so don't get caught up on the words 'they' it is for poetic effect.
