I agree with everything you say here; however, as an explanation to why crime rates are so high per capita among blacks, it falls short. I'm curious to see more information in relation to those statistics to further understand the problem and its cause. There is a huge difference between northern and southern blacks in America which alone defeats the idea that just because they are of African descent means they are biologically predisposed to be violent or criminal.
The major point that I am trying to make is that a single statistic is not enough evidence to come to such a gross conclusion that being black means you are a natural criminal and self-reporting victim.
There may be truth to both sides of this: black families being targeted, subverted, and destroyed while the offspring were raised on the nanny state to become criminals. From that, I'm sure natural selection brought more uninhibited and less emotionally stable individuals. But that last bit is honestly a stretch and most definitely is not the root cause.
To outright say "it's just who they are" is plain ignorance and plays into the division the subversion is trying to manufacture.
Powell mentioned a few weeks ago that she believe Barr did not have as much control as others expected him to. It makes sense - look at the entirety of our government and how so many departments have no one elected to report to. 5th columns and all.
