there are very real limits to the powers of the president. I think you severely overestimate the powers trump has in regards to being potus. What he does however have, is very high loyalty from a great many supporters. A resource he seemingly has chosen not to use.
If the country really is taken over by criminals at nearly all the high positions, it is NOT insurrection or sedition or terrorism to arrest the traitors and put them on a trial. Trump could have made his happen, he did not. Atleast not yet.
We do not know the reason, though we can be very sure that there are a great many things we do not know about, but Trump does.
I firmly believe that Trump is a patriot, and genuinely loves America. Based on that I choose to think that he has not turned against the country. I would have wished he would have done something more though.

also, fukushima was 100% caused by retardation and greed. It was known for 2 decades that this would happen, as they had against safety guidelines put the backup generators in the basement instead of the roof. The basement then flooded, and they were unable to power the emergency pumps. This had been reported several times by the international nuclear "watchdog", and was fully known, tepco simply did not care, and the japanese government did not care, and no other countries bothered to say one word about it.
If they had bothered spending what amounts to absolute peanuts putting some damn generators on a roof, fukishima would not have happened.
