Yes it would need to be. Open source software (free to review, submissions reviewed by non partisan commission), commodity (meaning you can go to best buy / frys / amazon and order it yourself) hardware, and oversight from at least two parties in the process at various levels - machine configuration at each location, roll up from each polling location to district, district to state, state to federal, etc. digital chain of custody as "ballot" travels through all levels up to the top with 100% traceability for every vote from any browser.

That can be construed as paying for votes, dangerous territory... I think Election day needs to be a national holiday with rules for businesses that stay open to ensure every employee has ample time to vote.

Actually that guy’s explanation was actually pretty accurate. It is a series of tubes - virtually - in which information flows. It is subject to similar rules in terms of diameter/bandwidth and congestion.
