Better yet. If they run a deficit - they have to pay. % of budget over revenue is the % tax on their wealth. It would change their actions. They'd of course sign everything away in trusts and what not - so in the end ineffective. More effective is if you run a deficit for 2 years then you can't run for re-election. Or Deficit in year one must be balanced in year two - or its the gallows. Lots of ideas. The power for Congress to borrow is the basis upon which our ruin is laid. Just make it illegal for the government to borrow money. Then we'd only need a part-time set of legislators. Much less government. And the end of "Social Programs."
One small problem ... will our "rainbow brigades" screw it up? Will our Command in Depends fuck it up?
