UPDATE!! I enlisted the help of some non mainstream social networks. They are on it, have identified him, and have reported him to the proper authorities. I don't really fault HPD or Metro on this because of jurisdiction regulations. I understand this and have experience with it so they get a pass from me on that. It would have been nice if they could have just forwarded the info to the proper authorities but, it is what it is. At least, at the end, his days of spray painting our protected areas are over.
