It's great that a person can do that (or send them to private school), but please realize that not everyone will be able to do that. You still have to live with the kids that go to public school, so it behooves everyone to start paying attention to what goes on there.
You may not have kids, but it's your tax money and therefore your say as to how it gets spent!
That's a good question that people need to start finding the answer to!

A board can do a lot. Our local board, due to parent and some teacher insistence, enacted a proactive policy concerning behavior and discipline within the school system. Prior, things had been getting quite out of hand; now, it has gotten much better. Of course the local progressives don't like this at all (I swear they love criminal behavior).
Right now, the only people who go regularly to any meetings (town and school board) are the progressives. I'll give them credit for that -- they're really organized at the local level and punch above their weight...squeaky wheel and all that. When the locals actually turn out it never goes in the progressives' favor (they are very outnumbered here), but getting people out for the meetings has been an ongoing problem. They know this and take advantage of it.
I have my contacts within the local GOP -- there's a lot of rot there, and quite a bit of good ol' boy laziness...but since DJT got elected and the progressives lost their marbles it has roused a few of them to start leading from the front for a change.

No; anybody can run for school board, at least in my area. It helps to study up on what the current issues are and to know your area/electorate and its particular needs are though. You know, listen to people.
Oh, and have a tough skin and a lot of patience -- for instance, the local progressives are quite vicious in my area (they're a very small demographic, but they are loud and fight dirty).
This. They run as Independents or something of that nature. I've gone onto the local progressives' web pages, social media accounts, and been to their meetings. They know they can't get the votes if they run them as Democrats; they know they can't get the votes if they are out with their real agenda. I suggest listening in on what they are planning.

True story: had a kid at one of the schools I worked at that would act like he was a dog; get down on all fours and bark at you; at the time I used to think "now, I've seen everything". I was obviously wrong. At least he had the excuse of suffering from schizophrenia among other things (and he wasn't violent, just barked when he was upset; I can deal with that)...these are supposedly sane, functioning citizens. Now I'm pretty sure I've seen enough because everything is perhaps beyond my ken.

Yes, I do still have some (they didn't quit me because of who I am, so I won't quit them), but I don't know if they qualify as "liberals" anymore -- not with today's definition. I've noticed that they aren't so spooked by guns anymore and just roll their eyes about the whole coof situation; not so outspoken about politics/culture anymore either. 2020 has been a bit of a year for them.

Here's the deal (this is what I tell and have told my kids): don't have sex unless you can picture yourself having a child; don't have sex with anyone you can't picture yourself married to and having children with; if you "yep, I can picture it" on both counts (after long and careful consideration!), then ok, but if you do get preggers do the right thing, get married, and have that family. Ideally, you wait until after your married to somebody you can see yourself with for the rest of your life, but sometimes things aren't ideal; just do the right thing and don't be selfish, especially with your kid.
