It wasn't really out of the blue or out of context. The reporter asked if he could have two more questions. Reporter then followed up with three more. Biden attempted to chide the reporter a bit for his 3rd question with the joke. The joke being reporter said he had two quickies, proceeds to have 3 questions. Reporter was lying.

Paper doesn't look right, and there appears to be check marks in some of the locations. Lets assume they are actual ballots, those check marks would be some idiot not filling it in correctly. Poll worker may have ripped it apart and made them do it correctly.
