The Dr. McDougall diet (80% carbs, 10% fat, 10% protein) is actually shown to treat diabetes and halt heart disease. If you take it a step further, the Dr. Esselstyn diet is a more disciplinarian form of that and can actually reverse heart disease, but it's very green veg heavy.

The mechanism involved here that prevents weight gain from high carb is how "de novo lipogenesis" is actually a very hard to trigger mechanism. It converts only 2.4%-20% of your carbs to body fat (depending on fructose content.) If you avoid actual fat consumption and only consume carbs, you can actually lose weight. This doesn't mean go crazy on donuts, since that contains fat.

The reason why fat triggers weight gain is two-fold, one it clogs your glucose uptake pathways (accumulating "intramyocellular lipids", basically intramuscular fat) which raises blood sugar as the glucose is now pooling in your blood and thickening, potentially causing damage to fine capillaries, which can injure numerous organs. Also this causes insulin resistance as the glucose needs extra insulin to push past those lipid deposits, which raises your tolerance to insulin levels (you need progressively more to attain homeostasis.)

If you go absolutely fat free for 3 or more days, you can possibly clear out those lipid deposits and reduce your resting blood sugar, even if you eat a large amount of carbs. Possible means of treating type 2 diabetes.
